[1] David Melding: Good afternoon and welcome to this meeting of the Constitutional and Legislative Affairs Committee. I have apologies for absence from Julie James, and I am very pleased to welcome Joyce Watson as her substitute. I will just quickly mention the housekeeping announcements, which are pretty much as usual. We do not expect a fire drill, so if you hear the alarm, please follow the instructions of the ushers, who will help us to leave the building safely. Please switch off all electronic equipment. These proceedings will be conducted in Welsh and English. When Welsh is spoken, a translation is available on channel 1, and channel 0 will amplify proceedings if you are hard of hearing.

[2] David Melding: Item 2 concerns instruments that raise no reporting issues. There is only one, which is listed. Are we content with that? I see that you are all content.
Papurau i’w Nodi Papers to Note
[3] David Melding: There is a series of papers to note, which are all written statements by Welsh Government Ministers. However, they do refer, in one way or another, to issues that have been before us. I thought that it would be useful to just give you sight of them. I do not know whether any Member wishes to make any point in particular, but this is a useful way of monitoring what is happening to some of the deliberations and the recommendations that we have made. If there is nothing further on this item, I will proceed to the next item on the agenda.

Cynnig o dan Reol Sefydlog 17.42 i Benderfynu Gwahardd y Cyhoedd o’r Cyfarfod Motion under Standing Order 17.42 to Resolve to Exclude the Public from the Meeting
[4] David Melding: I move that
the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi).
[5] I do not see any Member objecting, so please clear the public gallery and switch off the broadcasting equipment.
